None of the links for filing an RMA claim seem to be working. This page says to use https://teltonika-networks.com/rma/, but it just redirects to main Teltonika Networks site. This page says to log into my Helpdesk account at https://hd.teltonika.lt/, but I get a Server not found error.

I purchased the TWS100 PoE switch from Mouser, a North American distributor. Who is responsible for honoring the 24-month warranty for this product? Is it the manufacturer or the distributor?

Since the device was not purchased from us directly, you'll need to contact the supplier for RMA claims. They will be able to help you.
