I try to configure WOL by SMS, but I can't find the option to disable the SMS reply. My SIM cards hasn't SMS included in bundle.

Firmware version RUTX_R_00.01.06

Hello, unfortunately via WebUI where is no possibility to disable SMS reply for "uci" command.
I would recommend You to use RMS. 

Via RMS You will have full access to routers WebUI regardless if You have public or private IP.
