With a mobile connection, is it possible to set the reception on a specific cellid ?

My RUT955 oscillates between a good cellid (rssi =-53 dbm) and a lower cellid (-81 dbm)

Manual cell ID selection is not currently possible on RUT devices via the WebUI (like with band lock). But you can do it via SSH/CLI. The answer to that question has already been answered here.
