I bought the router second hand, it may have been registered before.

Ok this seems to be a common issue! 

I found this answered question: https://community.teltonika-networks.com/48333/device-with-serial-1105046773-entry-number-already-exists

and run the command

root@Teltonika-RUT240:~# uci set rms_connect_mqtt.rms_connect_mqtt.remove_from_system=1 && uci commit && /etc/init.d/rms_connect restart

All good now!
