It seems like the issue is that the operator does not provide an IP address for your device. Please double-check, that no authentification settings are needed.
Could you clarify if this APN was provided by your carrier? It does not seem to be the standard one.
Finally, I will ask you to set the device to LTE-only mode and generate another troubleshoot file, as the device is camping on a 3G network.
